“Rostelecom” intends to give a billion-dollar contract for the development of interactive television platform to its subsidiary. According to the project of the agreement, subsidiary needs to write technical specification.

BILLIONTH PURCHASE OF “ROSTELECOM»
“Rostelecom” will spend 1,017 billion rubles for modification and configuration of its platform, so-called interactive TV — Internet TV, which is available both on TV and on a computer or smartphone.

This amount appears as the contract price in the operator’s procurement of services from a single (only possible) supplier. Rostelecom has appointed its subsidiary company “Restream” as such provider.

From CNews communication with the representatives of the press service of “Rostelecom” it was possible to conclude that the contractor previously engaged in the development of these platforms. “Restream” — is our “daughter”, which specializes in the technical development of our products, including “Interactive TV” platform, — said the interlocutors to CNews.

Despite no alternative method of purchase, Rostelecom intends to bring its final results only May 4, 2018. It is possible that by this time “Restream” must submit the terms of reference for the work, which, according to the contract, assigned to it.

WHAT CONTRACTOR WILL HAVE TO DO
As follows from the documents posted on the website of public procurement, the platform of interactive television of “Rostelecom” consists of software and hardware systems operating on the basis of software manufactured by “SmartLabs”. As a result of the improvement of this software, the operator expects to expand the functionality of the platform and the range of services provided on it, as well as to increase its productivity and increase the subscriber base.

As part of the contract, “Restream” will have to refine and modernize the interface solutions used in the platform and client products of the TV service. Also, the contractor needs to configure and optimize the subsystems of the platform, to test its components.

Another paragraph of the contract`s project is the development of new or further development of existing technical documentation for the software of the platform or its individual components. In addition, “Restream” will need to modify existing objects or add new objects to the databases, as well as to integrate the platform with unnamed third-party systems and interfaces.

From the rest of the works, we note the optimization of the existing logic of the platform`s software, mending the start of soft, installation and updating of the platform.

WHAT IS INTERACTIVE TV OF “ROSTELECOM»
“Rostelecom” is distributing TV broadcasting on Wi-Fi — by TV set-top box with Wi-Fi module. At the same time, the client does not have to use the Internet access through this operator. The interactivity of TV is largely determined by the ability to control the viewing of programs through recording options, pause and availability of the transmission archive for the last 72 hours.

Additional services of the solution include “parental control” and karaoke. The prices of various packages of channels and services in Moscow are in the range of 320-1700 RUB per month.

A FEW FACTS ABOUT “RESTREAM»
“Restream” was established in early 2015 as a company that had to take over the implementation of strategic projects of “Rostelecom” related to video surveillance in the elections and the unified state exam. Now, however, the operator believes that to date, “Restream” transformed from “one project” company to one of the main technological partners of “Rostelecom”.

The company’s plans, outlined at the end of September 2017, are to continue the formation of a high-tech cluster for the creation and development of new digital services and products. In addition, “Restream” will continue active cooperation with the digital office
and center for strategic innovations of “Rostelecom”.

According to the company’s website, more than 250 people now work in “Restream”. The organization’s offices are located in Moscow and Ulyanovsk.
