This bill demonstrates the strengthening of the fight against pirated resources in mobile applications. In particular, Telegram messenger, which has gained popularity, provides an opportunity to view and download content. It is available on different platforms: web version, desktop application, IOS and Android applications. In November 2017, the administration of the messenger blocked the channel that illegally distributed music. And on February 14, 2017, there was information about the case of the Moscow city court where there was decision on restricting access to illegal copies of literary works in Telegram.

The problem is also relevant for video: only by the content of one of the copyright holders WebKontrol found 66 pirated channels and 767 links to content. One of the most effective methods of removing content from Telegram at the moment is the appeal of rights holders in the App Store and Google Play with a request to block pirated materials. However, after receiving the notification, Telegram often blocks content not on all platforms, but only on one.

In case of adoption of the bill, the number of appeals of rights holders to the court on the issue of blocking content in Telegram may increase.
